1. WV is one of the poorest states in the country and the West Side of Charleston has one of the most concentrated poverty populations in West Virginia. The West Side is also predominately Black. And. In 2017 the West Side missed out on an anti-poverty program that was set to be a pilot project to be replicated in impoverished WV towns.
