BBG Tech: New Innovation and Entrepreneurship Push Could Open Doors for West Virginia Startups

West Virginia lawmakers and state officials are pushing several new initiatives this legislative session aimed at making it easier for entrepreneurs and innovators to start businesses in the Mountain State.
Among the proposals is House Bill 4950, the “West Virginia Freedom and Innovation Pilot Act of 2026,” which would allow counties to participate in a pilot program designed to experiment with new approaches to education and workforce development. The bill has already appeared on legislative committee agendas and is currently pending in the House Education Committee.
While the bill itself focuses primarily on school system flexibility and pilot programs, supporters say the broader goal is to create environments where new ideas can be tested and scaled. Programs like these are often connected to regional innovation ecosystems that support entrepreneurs, startups, and technology companies.
At the same time, state leaders are proposing new ways to guide entrepreneurs through the earliest stages of launching a business.
West Virginia Secretary of State Kris Warner has proposed creating a new “Office of Entrepreneurship,” designed to serve as a central point of contact for startup founders and small business owners.
The proposed office would operate within the Secretary of State’s office and connect entrepreneurs to resources such as financing guidance, business formation support, workforce programs, and development agencies across the state.
According to Warner, the goal is to simplify the startup process and help founders navigate the often confusing early steps of building a business.
“Entrepreneurship has always been a cornerstone of strong, resilient economies,” Warner said while encouraging lawmakers to support the initiative.
For entrepreneurs, this ecosystem could also connect with existing programs such as the West Virginia Small Business Development Center (SBDC), which offers business coaching, startup planning assistance, and help identifying funding opportunities. Taken together, these initiatives suggest that state leaders are increasingly focused on building a more supportive environment for entrepreneurs, particularly those trying to launch new technology or innovation-driven businesses.
