BBG Tech: West Virginia and its Cybersecurity Policy Efforts

In recent years, West Virginia has intensified its focus on cybersecurity, recognizing the critical importance of protecting sensitive information and infrastructure. The state’s legislative efforts have been marked by the establishment of dedicated task forces, the introduction of comprehensive bills, and active debates among lawmakers to address emerging cyber threats.

During the 2024 Regular Session, the West Virginia Legislature enacted House Bill 5690, leading to the formation of a specialized cybersecurity task force. 

This task force comprises a diverse group of members, including representatives from the Higher Education Policy Commission, the Attorney General’s office, the Department of Administration, the Department of Homeland Security, the Department of Health, the cybersecurity and artificial intelligence industries, a statewide business association, the West Virginia Fusion Center, and major health networks such as the West Virginia University Health System or the Marshall Health Network. The Governor designates the Chair of this task force, which is charged with evaluating the state’s cybersecurity readiness and providing recommendations to enhance defenses against cyber threats. As of now, the individuals in these positions have not been disclosed.

Now, the 2025 Regular Session of the West Virginia Legislature commenced on February 12, 2025, initiating 60 days of deliberations over various bills and the state budget. Key dates include March 3, 2025, the deadline for submission of Legislative Rule-Making Review bills, and March 18, 2025, the last day to introduce bills in the House. These deadlines are crucial for the progression of cybersecurity-related legislation. It’s policy season. Let’s see what happens.
